Talk to Shi Wendao he asks if you can do him a favour he found a bundle of clothes that belong to an old woman but does not know who she is. He asks if you can find her and return them.

 

2:Map Cords: 220 453

The women is Lu Dainiang and you can find her out of town and across the bridge. She eventually thanks you for returning her bundle and explains that she was man handled by a group of men calling themselfs the Black Wind while she was trying to look inside the brotherhood stronghold.

Return to Shi Wendao he tells you that the Black Wind are hand picked disciples who guard the Brotherhood. He keeps his word and gives you your reward.
